Regulation summary
Vehicle operators with a standard national or international operator’s licence need to have a qualified transport manager.
The transport manager is responsible for ensuring that holders of goods vehicle and public service vehicle operator's licences comply with their statutory requirements.
Transport managers need a professional qualification called the Transport Manager Certificate of Professional Competence. Once qualified, a vehicle operator can apply to add a transport manager on their operator’s licence.
This application must be approved by the traffic commissioner before the transport manager can be named on the licence. A transport manager may not be approved if a traffic commissioner has concerns over their conduct or ability to manage the vehicle operation.
Transport managers should keep their knowledge up to date to continue working as a transport manager.
Transport managers can be called to appear before a traffic commissioner at a public inquiry if there are concerns over the compliance of the vehicle operation.
Transport managers can be permanently or temporarily disqualified from being a transport manager if the traffic commissioner finds that they were responsible. The traffic commissioner can also make the transport manager complete further training before they can work as a transport manager again.

Only transport managers who fulfil the statutory requirements can be named on an operator's licence.
As a transport manager, they need to have continuous and effective control over the vehicle operator to ensure that the operator complies with the terms of their operator's licence. This will include making sure:
• drivers have a valid licence
• vehicles are taxed and insured
• vehicles have a valid MOT and are properly maintained
• vehicles are loaded safely and not overloaded
• drivers do not speed or break the drivers’ hours rules
• the vehicle operator does not break safety rules

Transport managers need a professional qualification called the Transport Manager Certificate of Professional Competence (CPC) to become a transport manager.
The type of Transport Manager CPC exam depends on whether the operator deals with road haulage or road passenger transport.
A transport manager must pass both types of CPC exam if you want to manage both types of vehicle.
